| A Wake will be held for Carol Baker Tharp. She took a leave of absence from her position of Feneral Manager of the Department of Neighborhood Empowerment to battle a recurrence of cancer. It got the best of her and she passed away. She was a great advocate of Neighborhood Councils and had begun to make a difference when her illness reoccurred. |
